An Expanded Meeting of the Coordination Council on HIV/AIDS of the Commonwealth of Independent States Takes Place in Moscow

Moscow, 25 February. Today in Moscow begins two-day meeting of the Coordination Council on HIV/AIDS of the CIS member states. Members of the Coordinating Council of ten CIS countries - Russia, Belarus, Moldova, Kazakhstan, Armenia, Azerbaijan, Kyrgyzstan, Tajikistan, Ukraine and Uzbekistan, representatives of the CIS Executive Committee, the Federal Service for Surveillance of Consumer Rights Protection and Human Wellbeing, Federal AIDS Centre, the Federal Agency for the Commonwealth of Independent States, the compatriots living abroad and on international humanitarian cooperation, the Joint UN Programme on HIV/AIDS take part in the discussion.
The meeting aims to develop a plan for implementing the Programme of joint actions of CIS countries to combat HIV/AIDS. The Programme was approved by the Council of CIS Heads of Government in November 2009. It is intended to facilitate the introduction and use in the CIS countries the fundamental principles of combating the HIV/AIDS: the existence of a national programme, coordinating body and monitoring and evaluation system, ensuring free access to free, voluntary and confidential counselling and HIV testing, and implementation of national programmes to prevent HIV infection among young people and epidemiologically significant groups.
There is a need to mobilize all sectors of society in each country and at the regional level to implement the ambitious goals of the Programme of joint actions of the CIS member states to combat HIV/AIDS. The meeting will discuss the practical expansion of cooperation of CIS member states, civil society and communities of people living with HIV in the HIV response in the region.
2010 - the year of achieving the global commitment to increase access to treatment, prevention, care and support to HIV, designated in the Political Declaration of the UN in 2006. A number of serious problems remains in the region despite the progress in treatment, reducing the vertical transmission of HIV from mother to child and mortality from AIDS and increased community participation of people living with HIV, civil society, religious organizations. HIV prevention and particularly prevention work in vulnerable groups, youth and the general population remains one of them for a number of countries in the region. At a meeting of the Coordinating Council, representatives of countries will report on progress and discuss the urgent measures to be taken to accelerate progress towards achieving universal access in the CIS countries.
