Universal Access to HIV Prevention, Treatment, Care and Supportin the Russian Federation
In 2005, the Russian Federation launched a consultation process on universal access (UA) to HIV prevention, treatment, care and support. In December 2005 Russia was the first country in the world to organize a national UA consultation. In 2006, through the joint efforts of government institutions and non-governmental organizations (NGOs) targets for universal access in the Russian Federation were developed. The targets were subsequently approved by the Government Commission on HIV/AIDS.
In 2006-2007 through the implementation of the National Priority Project on Health, specifically the component on “HIV-Infection and Hepatites B and C”, as well as the implementation of projects funded by the Global Fund, Russia has made significant progress towards achieving its universal access targets. The amount of federal funding allocated for HIV-infection has increased substantially between 2005 and 2007 and in 2007 totaled Rubles 10.7 billion (USD 444.8 million). Russia has also made a commitment to reimburse the Global Fund.
Interim progress in achieving the universal access targets has been outlined in the Russian Federation “Report on the Implementation of the Declaration of Commitment on HIV/AIDS”. In addition, progress was discussed at the Second National Consultation on Universal Access that took place in Moscow in May 2008 prior to the High Level Meeting on AIDS hold at the General Assembly in New York in June 2008.
